About Us

At California SCF Group, we are a nonpartisan coalition united by a common purpose: to empower California families with the freedom to direct their child's education funding. We believe every student deserves equal access to opportunity — regardless of ZIP code or school district boundaries.

We are committed to one core principle: that state education funding should follow the student, not a bureaucratic system. Whether a child attends public, private, parochial, or is home educated, families deserve the authority to guide their own educational journey.

 

We are a grassroots movement backed by everyday citizens who care deeply about the future of California’s children.

The Educational Freedom Act Initiative is designed to empower parents with real choices and real control over their child’s education. This initiative is centered on students — not systems — and is built around four key pillars:

Education Savings

Account (ESA)

 

Every K-12 student in California will be eligible for an Education Savings Account upon request — placing the power of educational direction directly into the hands of parents.

Save for College or

Career


Any unused funds will remain in the student’s ESA and can be used in the future for college, vocational programs, or other qualifying educational costs — giving families greater flexibility and long-term value.

Freedom to Choose Any Accredited Private or Religious School


Parents can choose where their child learns best by directing ESA funds to any participating accredited private or religious school, covering tuition and essential educational needs. The funding follows the student — not the system.

Our Headstart

California SCF Group began with a small team of concerned parents, educators, and advocates who asked a simple question: Why can’t education funding work for every family, not just the system?

 

What started as conversation became a cause — and now a statewide movement. Sparked by legal clarity and constitutional convictions, we launched our initiative to amend the California Constitution, ensuring every K-12 student has access to their fair share of the state’s education budget.
